Permits that apply in Bend
On private property in Bend no permit is needed for a portable toilet. In a public street, bike lane or sidewalk, the City requires a right-of-way permit from Private Development Engineering under Bend Code 3.40 and 3.50. Public events over 150 attendees on City property need a City special event permit.
Park events over 100 attendees may be required by Bend Park & Recreation District to provide portable toilets, marked on the site map and removed within 24 hours.
- Right-of-way: Private Development Engineering, 710 NW Wall St, 541-388-5580 ext. 4, engineering@bendoregon.gov. Traffic control plan required for a lane closure.
- Special events: Licensing Division, 541-388-5580 option 8; new events apply 90 days ahead.
- Parks: BPRD logistics plan lists the rental company, delivery and pickup dates, and counts of standard and ADA units.
- Outside city limits: Deschutes County reviews sanitation for gatherings of 500 or more (one toilet per 100 persons).
- City of Bend right-of-way permits and traffic control plans
- City of Bend special event permits (events over 150 attendees on City property)

What Bend weather does to a porta potty
Bend sits at about 3,620 feet with a mean January low of 24.6°F and roughly 168 nights a year at or below freezing, so every unit gets antifreeze from November through March. July highs average 83.8°F in dry air, so summer units go in afternoon shade with extra deodorizer.
Wildfire smoke episodes in late July and September do not change service schedules.
The City plows residential streets last after a storm; keep a path plowed and service stays on schedule. Afternoon west winds across open lots east of town can tip an empty unit, so anchor stakes are free on request.
Bend jobs by type
Porta potty rentals in Bend fall into four job types: new construction in the active master plans, home remodels in the older neighborhoods, septic and well failures on rural lots, and events from Drake Park concerts to June graduation parties. Each type has its own page with sizing and timing.
- New construction: Bend issued about 2,574 building permits in 2025 and the metro area authorizes 180–200 housing units a month. Most of our 28-day jobsite units sit in Petrosa, Stevens Ranch, Discovery West and Easton. Jobsite page.
- Remodels: kitchens and bathrooms in Old Bend, River West and Mountain View, one or two cycles each. Remodel guide.
- Septic and well failures: Deschutes River Woods and Tumalo, same-day. Emergency page.
- Events: Drake Park Munch & Music, the July 4th Pet Parade, Bend Summer Festival downtown, Balloons Over Bend, Oktoberfest, plus backyard graduations in June. Event page.

Questions people ask us before they book
Do you deliver to Deschutes River Woods?
Deschutes River Woods is on the daily south route, same-day when you call before noon. Give the driver the cross street; many roads there are gravel and unsigned.
Can you get a unit into a NorthWest Crossing alley lot?
Alley-loaded lots in NorthWest Crossing work when the alley is clear of parked cars for the service truck. The unit sits beside the garage door; the HOA asks that it face away from the street.
Is there a permit for a porta potty on my driveway in Bend?
No permit is needed on private property. A unit in the street, bike lane or sidewalk needs a City right-of-way permit.
Do you deliver to Tetherow and Broken Top?
Both, with the gate code or gatehouse call-ahead on the order. Deluxe or gray units are the usual request there.
How soon can you be at a new lot in Petrosa?
Same-day when you call before noon; Petrosa is on the first leg of the east route. Send the lot number and builder sign text, since street signs lag the paving.
