Event rules in Crook County

Crook County has not adopted a separate outdoor mass gathering ordinance that we could locate, so Oregon's statewide rules apply: ORS 433.735 defines a mass gathering as more than 3,000 people for 24 to 120 hours, and OAR 333-039-0025 requires seven toilets per 800 persons, chemical toilets serviced daily and waste pumped by a licensed operator.

Inside Prineville, the Police Department's special event permit requires portable restrooms drawn on the site map and two months' notice.

Septic and ranch roads

Crook County Community Development administers onsite septic permits as a DEQ agent. Every property outside Prineville city limits is on septic. The County Road Department maintains 472 miles of road, about 230 paved and 242 gravel, blades gravel roads each spring and fall, and plows snow routes in winter. A 26-foot service truck handles graded gravel.

Tell dispatch about cattle guards, low bridges and turnarounds.

Fairgrounds and events

The Crook County Fairgrounds at 1280 S Main St in Prineville hosts the Crooked River Roundup rodeo and parimutuel horse races in July and the Crook County Fair August 5–8, 2026. Vendors, 4-H families camping on the grounds and parking-lot hosts order units from us on the east route; organizers contract banks with daily service.

Questions people ask us before they book

Do you deliver past Prineville to ranches on Highway 380?

On request with a day or two of lead time; the east truck continues when the schedule allows. Multi-unit orders are easiest to fit.

What rule applies to a rodeo on private ranch land?

Over 3,000 people, Oregon OAR 333-039: seven toilets per 800 persons, serviced daily. Under that, no state permit, but we size by the planning table to keep lines short.

Can the truck handle gravel county roads?

Graded gravel is fine. Washboard and cattle guards slow the trip but do not stop it; low bridges under 13 feet do.

Is there a county septic office for a repair?

Crook County Community Development handles onsite permits in Prineville. We can have a unit on site the same week while you wait on the permit.
