Washington County Health & Human Services Environmental Health permits mass gatherings of more than 3,000 people under ORS 433.735, filed 120 days ahead with the number and type of toilets stated per OAR 333-039-0025. Land Use & Transportation permits race, walk and bike events on county roads with four weeks' notice and a $1,000 deposit for closures.

Fair complex, sewer and septic

Westside Commons, the Washington County fair complex beside the Hillsboro airport, hosts the county fair July 24–August 2, 2026. Clean Water Services, governed by the county commissioners, provides sewer to the cities and urban unincorporated areas; rural lots use septic permitted through Environmental Health. The route from Bend crosses Santiam Pass and uses I-5 and OR-217.
