Marion County gathering rules

Marion County Code 9.25 requires a permit for a "small" outdoor mass gathering of 751 to 3,000 people lasting 6 to 120 hours in the unincorporated county ($2,500, $500 renewal) and an outdoor mass gathering permit plus conditional use for 3,001 or more ($5,000), with county Environmental Health approving the sewerage and sanitation plan.

Inside Salem, Keizer and Woodburn, city rules apply instead.

Fairgrounds, septic and the pass

The Oregon State Fairgrounds & Expo Center at 2330 17th St NE in Salem hosts the State Fair (August 28–September 7, 2026) and year-round events. Rural Marion County septic permits go through the county Building Inspection onsite program. The route from Bend crosses Santiam Pass at 4,817 feet, which records about 450 inches of snow a year.

Trucks over 10,000 pounds must chain when ODOT posts the requirement.
