County event rules: what applies outside city limits

Deschutes County Code 8.16 defines an Event as 50 to 500 people on public property or right-of-way, an Outdoor Mass Gathering as more than 500 and fewer than 3,000 people for 4 to 240 hours on private property, and an Extended Outdoor Mass Gathering as 3,000 or more. Applications go to Community Development at least 90 days ahead.

Late applications pay double. County Health Services requires one toilet per 100 persons on the site plan, a signed toilet-service contract, handwashing with soap and towels, potable water and a solid-waste contract.

We supply the signed service contract and the unit counts the checklist asks for. Statewide, OAR 333-039-0025 requires seven toilets per 800 persons with daily servicing for gatherings over 3,000.

Septic country

Outside Bend, Redmond, Sisters, La Pine and Sunriver, nearly every Deschutes County property is on an onsite septic system permitted by the county Community Development Department as a DEQ agent. South county alone has about 5,700 developed lots on conventional septic and private wells in porous pumice soil, and failing systems are the county's most commonly reported groundwater contamination source.

The Deschutes County Fair & Expo Center at 3800 SW Airport Way in Redmond hosts the county fair and rodeo (July 29–August 2, 2026) and year-round events. The County Road Department closes Cascade Lakes Highway west of Mt. Bachelor and Paulina Lake Road each winter around late November, reopening about Memorial Day, so lake and trailhead units are seasonal.

How many toilets does the county require?

From the time the county opens the highway (about Memorial Day) until it closes in late November, with Forest Service or county permission.

Is there a county permit for a unit on my own land?
